The air transport system is an important part of the national transportation system , air traffic management has a central role in modern air transport system , its duty is to organize the normal operation of the air traffic system for the aircraft to provide air traffic control , communications , navigation , radar , weather aeronautical information and other services . Modern air transport system , ATC 's core is an increasingly prominent role , especially when major disasters occur , it is to save lives , reduce losses , effective relief irreplaceable significance . Therefore , air traffic control , emergency response capabilities in emergency rescue determine the effectiveness of the air transport system in the affected areas of play . Based on the various sectors of the Chengdu airspace and adjacent to Chengdu other control units airspace under special conditions of major natural disasters , according to the regulatory capacities of varying degrees of impact , determine the different emergency response level . In line with China's civil air traffic management rules and controls the actual foundation , following the establishment of the principle of the evaluation index system , established by the Delphi method airspace evaluation index system transferred to the receiving party . Respectively, using the analytic hierarchy process and fuzzy comprehensive evaluation method to determine the value and weight of each indicator , and the establishment of a the airspace handed over gray correlation for decision-making model . Reception capability of the peripheral area of the Chengdu were evaluated using this model determined airspace transferred to the best reception side .
