Russia’s authoritarian regime was formed in the process of Russia’s territorial unity, external expansion , defense of territorial integrity and sovereignty .The history of totalitarian regime in Russia has played an active role. Russian state is strong, but Russian community is shrinking. Economically backward people in the political sense is very low. In the history of the great nobles Duma, gentrification and the State Duma meeting never played a major role in the political sphere.In most of cases there was no legislative authority or only limited legislative powers. In the eyes of Russian Tsar and nobility the Constitution was not intended to limit the powers of Tsar . The Constitution was only a means to improve management efficiency.Russia from Peter the Great began a large-scale study of the West. Russia’s development path compared with the West has its own particularity. Moscow - Third Rome theory, the theory focuses on the official national character of Russian Orthodox Church-based features are the apparent examples. Declaration of armed neutrality, the Holy Alliance and other diplomatic action demonstrated Russia’s dominance in Europe."Sovereign democracy" ideology theory embodies the Putin’s political and diplomatic history and cultural inheritance of the road. Democratic development and consolidation of authoritarian president are conducted side by side, both of which are present in Russia within the framework of the Constitution and laws. The totalitarian system is to protect the social stability and order. Large survey data show that Western-style of freedom, democracy, political powers are not the Russian people’s pursuit of the most important values.Russia is actively seeking to work with NATO, the European Union and the United States, but the same time does her best to prevent other countries to participate in European integration process. Putin inherited a Russia’s geo-political theory and the thinking of the Cold War division of spheres of influence. Power diplomacy in international affairs is that for an equal voice with the United States. To some extent, Putin achieved his target.
