The construction of water saving society is a new issue faced in recent human society. In the process of economy development, some areas do not pay enough attention to the water saving issue. The discordance exists in the industrial layout, the urban development and the carrying capacity of water resource and environment. The pattern of economic growth is extensive. The economic structure is unreasonable. Some high water-consuming and heavily polluting projects are even developed in the areas suffering from water shortage and weak eco-environment. The problems of "high-consumption, heavy-pollution, low-efficiency, low-production" are outstanding which destroy the eco-environment and exacerbate the crisis. Nowadays, with the development of industrialization and civilization, under the circumstance of the stable gross of agriculture water, the gross of industrial and urban water grow rapidly. The demand of stability and quantity of water resource generated by the living and production mode has obvious contradiction with the current situation. Focusing on agricultural water, this paper researches the shifting from the water-saving issue to urban industrial water-saving and makes a conclusion on the evaluation system and incentive mechanism which could be suitable for the constructing of water-saving society inThe major researching contents are:1.investigating and analyzing the water-consuming situation of the major industries in Linxiang; 2.selecting and ensuring the indexes of assessment for these major industries; 3. analyzing the reasonable evaluation method of water-saving; 4. analyzing incentive mechanism of water-saving.
