Innovative Research of Management Model of Public Hospitals in Jilin Province

Innovation of management model of public hospitals has played a very important role. As an economic entitiy engaged in production and management in market economy, public hospitals, which is subject to a number of constraints by the external environment, need to focus on their management and improve operational efficiency, so that it is helpful to improve the quality of service and the fairness of security services. Under the premise of ensuring social benefit and quality of service, corporate governance structure, business philosophy and management methods are introduced, which aim at resolving the agency relationship between public hospital owner and operator. In the treatment with public hospitals, due to various stakeholders with different interests represented, there are the inevitable contradictions and conflicts, so statutory authority governance and regulation of the Board or Council should balance the various conflicts of interest in order to minimize confrontation and friction level. Strengthen competition, incentives, monitoring and control mechanism, can significantly improve the hospital management and operational efficiency, reduce service costs and prices, and also improve service quality. But this change dose not involve deep-rooted problems. At present, public hospitals are facing more problems from the health care system issues. The change in internal management mechanism is an improved, so a perfect health care system protection is needed to achieve a real sense of public hospital reform.In this paper, we introduce the traditional management of public hospitals in Jilin Province and their drawbacks. By studying some overseas typical hospital management theory and practice, as well as the present situation of some cities under "new health care reform" in our country, we propose the reform of public hospital management in Jilin Province and some appropriate ways, so that we look forward to some useful information to the improvement of the public hospitals’ management model in Jilin Province.
