Railway is one of the key installations which promoting the country’s economic development, and the railway transports enterprises are also very important to influence the national economy and the people’s livelihood. At present Chinese rapid development economy promoted the development of the railway. Since 1997, The railway of China has not only met a total of six speed-up, also successfully developed the magnetic suspension train, multiple units train and the high-speed express railway, which are all the world-class new technology application projects raising the skill levels and productivity of the railway transports enterprises. In the context, the original staffing can’t meet the actual demand of railway permanent way system any more, not only because the current staff number can’t keep pace of the railway infrastrcutures’ amplification in scales, but because the current staff quality can’t catch up with the technology and equipments upgrading. So in the context of rapid economic development, the railway permanent way system need coordination of quality human capitals, instead of accumulation of simple labors.Firstly, based on review of the theories of human capital and staff quota, the author formulates the internal connection of the two theories. The author formulates the theory of human capital from two angles. One angle is quatitative analysis of human capital, from which the author can decide under the current demand of human capital in railway permanent way system, how the staff quota should be adjusted; the other angle is human capital investment, from which the author analysizes how the railway permanent way system keep up to the changing demand of human capital by implementing on-job training.Next, based on the actual case of Hami railway station, by combining the quatitative analysis of human capital and traditional theory of staff quota, the author designs a set of scientific calculation methods and optimization model of staff quata, gets concrete calculation results and reinterprets the core workflow of railway permanent way system. Finally, based on the theory of human capital investment, the author analyzes the importance of enhancing human capital in the context of rapid upgrading of technology and equipments, puts forward the theoretical model of training which is one of the most important way of enhancing human resources and give some suggestions on the construction of training system to the railway permanent way system.
