With the advances in all aspects of social and economic development as well as cultural , legal , public administrative efficiency , administrative quality requirements are increasing . The civil service is a direct participant in the main body of governing the country and political modernization , their quality , capacity and government administrative effectiveness are closely related . For creating high-quality civil service to enhance the level of state administration , and the urgent need to strengthen the training of civil servants , to resolve outstanding problems existing in the training of civil servants , and has a very important significance for the modernization of public administration . Civil Service Training and early in the form of legislation in the United States, Japan , Britain, and other developed capitalist countries , recognized the implementation of the Civil Service Law of the People 's Republic of China formally promulgated and implemented on January 1, 2006 . So far , China 's civil service training in the process of implementation of training there are many problems, the more common problem of the training set unreasonable , a single form of training as well as training and use no effective combination , these issues have a direct impact on China's civil service . the effectiveness of the training . Therefore the need for training for civil servants in China research , find the problem , analyze the causes , and identify appropriate countermeasures to explore effective civil service training mode is a great benefit to improve and perfect the training of civil servants working in China . First, this paper, on the basis of elaborated the concept of civil servants involved in training mode concepts , such as training , training mode to sort out , resolve the current situation of the domestic and foreign training for civil servants , drawing on the excellent achievements of foreign civil servants training system , summed a foreign civil servants training practical work experience built for China's civil service training mode . Secondly, the problems at this stage of training for civil servants , the system analyzed and categorized , analysis of the problem of the causes and the key to solve the problem of the existing problems . Finally, access to a large amount of literature and reference materials on the basis of relevant training theory books , combined with the analysis of the status of China's civil service training , and learn from foreign experience in training for the civil service groups to try to build out of the Civil Service Training mode , and it is expected the the value of the mode .
