This Paper, Using system economics method, systematically inspects the enterprise human capital property rights system changing and innovation, establish an enterprise human capital property rights system changing theory frame. Through the inspection of enterprise system changing history, the author points out that human capital property rights become more important. Based on this, the author analyzes the root and condition of the State-owned Enterprise human capital property rights system changing, and proposed the measurements of enterprise property rights system innovation and system environment.First chapter proposed the enterprise human capital property rights system changing theory frame. This chapter analyzes the human capital property rights system changing logic and the clue among the enterprise system evolution history, and carries on the human capital property rights realization as well as capital property rights system changing intrinsic mechanism.This chapter pointed out that, an enterprise system evolution master line in fact is the human capital obtains independence and gradually occupies the important status in the enterprise system. As for the human capital sharing system innovation, the author provides a three-level human capital sharing system structures including the basic assignment, the encouraging increment assignment and auxiliary assignment. Besides, the article also provides the different sharing patterns and system innovation arrangements. For the human capital control power system innovation, the fourth chapter proposes market-oriented sharing governance pattern that requires the governance structure in symmetry and harmoniously.Fifth chapter extends the system arrangement and the innovation to the enterprise outside, inspecting human capital market, society division of income system and social security systems. The human capital property rights system changing and the innovation not merely involves the enterprise interior property rights structure ,but also involves the system environment. The human capital property rights system provides a new angle to the human capital market, the human capital investment, the society division of income system as well as the social security systems reform.Sixth chapter carries on the descriptions of the state-owned enterprise’s human capital property rights system changing from the unofficial restraint angle, mainly analyzing the ethics root, the moral risk of state-owned enterprise human capital property rights system, proposing the unofficial system innovation direction.The method of this article includes the Marxism system theory, the Western system model and the enterprise theory viewpoint. The dissertation has the following contributions:First, this article systematically and completely inspectes the state-owned enterprise human capital property rights system changing and system innovation. Second, this article has carried on some exploring ponder to the human capital property rights system, including: (1) this article proposed the systematic human capital sharing system and control power system arrangement, for example different level income distribution rights design, market-oriented sharing governance pattern. (2)The frame of article is systematic and open. On one hand, he article includes the analysis of the enterprise interior human capital property rights system arrangement, on the other hand, carrys on the related system environment.(3)this article analyzes the state-owned enterprise human capital property rights from informal system angle.
