As the implementation of power generation separating from grid company and the establishment of power market, the internal and external environment, organization and management style of provincial power grid company have been changed greatly. The existing performance management system of provincial power grid company is not able to adapt to the demands of current business management and internal and external environment. As an important part of the managing and controlling system, performance management system has to be adjusted to adapt to the changes. Since there is no "magic" performance management plan for all entities, this paper based on absorbing achievement of domestic and overseas researches, and performance management in provincial power grid companies, analyzed profoundly and systematically the internal law and influence factors of performance management in power grid companies, investigated, on different levels and different tiers, the performance management system and operable methods. It has important realistic and theoretical value for provincial companies to achieve strategic objectives, reduce business risk and improve social image.The author participated in formulating performance management plan, promoting and implementing performance management project in a provincial power grid company. On the base of the experience, and according to domestic and overseas research result, the author analyzed the particularity of provincial power grid companies’ performance formation. According to provincial power grid company’s management and technical characteristic, theories and methods are used such as strategic management, system, complex organization, multiple decision, numeric statistic and operations research, for the analysis. Viewpoint of systemic understanding and formulating provincial power grid company performance management system in different levels and tiers was proposed, and then the management system in different levels and tiers is formulated, and discussed the five-level performance management system of provincial power grid company. The five levels are provincial power grid company, municipal power bureau, power supply bureau, work team, and employee. Optimal level theory is used to discuss performance plan for different levels. Dashboard model is used to discuss performance index for provincial power grid company, guidelines for choosing power grid company performance index is proposed, informational and controllable theory of power grid company performance index option is discussed. Aspects as finance, customer service, internal operating process, learning and promoting are considered to propose provincial power grid company performance index, process of decomposing key performance index to municipal power bureau, power supply bureau, work team and employee levels are designed. For the adaptation of index weights, this paper proposed a index comprehensive weight system for power grid company. For the phenomenon of "centered tendency", this paper proposed a work team "workload mark addition" assessing method. For "loose or tight" phenomenon in performance assess process be different assessors, the paper proposed a modification model for employee annual performance grading. According to management practice in power grid company, this paper designed, based on level performance management system, work effect pegging model, management team salary model, and employee performance wage distribution model. For wage adjusting, career path, education and training, this paper introduced employee performance mark according to employee performance grade, and the mark was used to design the salary incentive, career path, education and training and performance improvement in a whole, to form methods and policies that can be used readily, these methods have already been used in provincial power grid company performance management practice. The research above formed a set of provincial power grid company performance management system and method in different levels and tiers.
