Social security is a stable, coordinating and promoting system of economy and society. The improvement of the social security system is not only a booster, but also criteria of the economy and social development of a country or a region. To enhance the establishment of the social security system in rural areas is major content of implementation of the scientific outlook on development, constructing a socialist harmonious society and improving the system of socialist market economic system. It is also the requirement of building a moderately prosperous society in all respects.Taking the lead in economic and social development, the eastern coastal developed regions established material foundation for building and improving a higher level and broader coverage of the social security system in rural areas. In recent years, the social security system in rural areas has made active exploration and accumulated lots of experiences, but there are a lot of confusion and problems. The seventeenth conference of the party put forward accelerating the improvement of people’s livelihood as the focus of social construction, which specified the direction of building and improving a social security system in rural areas. There achieved some academic research results on the issue, but for the eastern coastal developed areas in China, we lack of a systematic in-depth study on the social security system in rural areas.In this paper, guided by Marxism, Mao Zedong Thought, Deng Xiaoping Theory and the "Three Represents", in accordance with the spirit of the seventeenth conference, through analyzing the history of the social security system in rural areas after the founding of People’s Republic of China, I studied the experiences of developed countries, developing countries as well as the countries which transformed from planned economy to market economy on the issue and analyzed the recent exploration and practice in China’s eastern coastal developed areas of rural social security system construction, from which I proposed the establishment and improvement of the social security system in rural eastern coastal areas and suggested a politic framework on financing, governmental organizations, and improving the institutional mechanisms.
