Analysis and Measure of Enterprise R&D Efficiency of Zhejiang Province

R&D activities promote the operation of a country’s economy, and ensure healthy and fast economic development. People are growing awareness of the importance of technological innovation. The key to maintaining momentum of innovation is to determine how much the total R&D has in economy and which kind of structure it is. For science and technology investment, enterprise is the main body of investment. The enterprises focus on the topics about R&D input and output characteristics, research activities, R&D efficiency, and so on.Based on the analysis of the survey data from "enterprise technology activities and related case", we discussed the efficiency of the enterprise of Zhejiang province R&D input characteristic, and estimated R&D input-output efficiency. With the reasonable supposition, we combined and simplified a combination c-d production function model. It estimated sample scale efficiency on average, and proved the rationality of the model with statistical method. We applied the parameters of the DEA method, BCC model, to the sample data in research, and knew the efficiency of Zhejiang province enterprise R&D activities. We found that enterprise efficiency combined with pure technical efficiency and scale efficiency, and that pure technical efficiency had much influence on the total efficiency. From the study of percentile efficiency level, we could find that the enterprises with different efficiency level had different reason for ineffective output. Some enterprises were due to excessive investment, and some enterprises were due to low efficiency of production technology in R&D activities. And a small group of enterprises had higher pure technical efficiency. If it need to achieve the effective further, it still need to appropriately increase investment to make scale efficiency improved. This paper also made appropriate use of projection value in the DEA study. We used parameter fitting method to estimate efficiency frontier, and analyzed features of DEA frontier. Study found that in front of the enterprise the scale efficiency remuneration remained the same, and it was significantly different with the reality of the average estimate of the enterprise pay scale. We used parameter to SFA method for c-d production function model to estimate the parameters of the frontier form. The result indicated the frontier of enterprise’s technical efficiency and the frontier of enterprise average technical efficiency were significantly different. We discovered that R&D activities efficiency was decided by enterprise efficiency technical efficiency and scale efficiency together. By testing DEA and SFA result, we found out efficiency estimation of enterprise samples had the remarkable sorted consistency from practice, that showed both method were effective.Through detailed analysis of the empirical results, we found that Zhejiang province R&D activities had above characteristics. We put forward corresponding countermeasures, so as to improve the efficiency of R&D output Zhejiang enterprises. The application of the method in this paper can be a method for a single enterprise for their existing problems in the R&D activities. And it had certain theoretical significance and practical value. In the end of this article, we expounded the limitations and outlook. We pointed out some problems could exist in the research in there aspects, such as study data, research methods, and conclusion. And We left some explanation of these problems.
