In this paper, design and development of a system for Japan's credit and debt management, elaborated on the system requirements analysis, design and implementation of the development process as well as key technologies. Personal credit and debt investment by SMEs in Japan is relatively common, gradually improve laws and regulations, but the the backward management tools has become the main factors restricting the development. Japan, most of the micro-credit institutions and enterprises are still using the traditional file management, and management to the file number, the time and the first letter of classification. Although they have introduced a lot of automation equipment (in this case refers to not the OA equipment, but the machinery and equipment), which greatly simplifies the file discovery process, but the efficiency is still relatively low, and very time-consuming when making periodic statements bulk retrieval function is difficult to achieve, this is undoubtedly a great burden for the management of claims. Management system tailored for small credit enterprises in the financial industry developed in Japan, also remains close to the blank, the main reason for the set of this system is valuable, not to mention the need to pay an annual maintenance overhead. Although this expenditure is not unacceptable, but under the current management system, each legal amendments mean the end of the life cycle of the old management system for large credit institutions, which of course is not a problem, but for small businesses, which undoubtedly a large sum of expenses. This is why most of Japan's small credit companies still use the old way of the main reasons for human resources management. Therefore, a set of adaptable, with a longer life cycle management system is very necessary. The system because such a consideration to develop a scalable adaptive stronger than the claims management system. Through this system, the staff can easily manage the vast amounts of debt / claims data, from tracking the debtor can also automatically generate various reports issued various notifications and billing. The customer interface of the system using C # language development, background data synchronization using the WebService technology. Customer interface, data management, reporting, and all kinds of bill printing and other functions; background data synchronization the WebService server-side in existing J2EE framework based on the development of the Java AXIS2 technology and address certification to ensure information security, client needed to use C # and java language development.
