As an important force in China’s oil market, the domestic private oil enterprises haveoccupied a huge market space in the petroleum downstream sector. And more, with thesoaring of the oil price and demand, the private oil enterprises have a huge space fordevelopment. They are attracting more and more attention from the state and the society. Inthe process of the development and growth, the domestic private oil enterprises achievedmany good results. They active in the oil market and expand the oil supply. But there arealso have some problems. They have poor reputation and shortage of oil resource. Inaddition, they are both facing a lot of opportunities and threats. And there are also their ownstrengths and weaknesses. Therefore, in the context of the national policy increasingly torelease the oil market on the private capital, the private oil enterprises must strive to solvethose problems and fully analysis the enterprise environment. According to these factors,the domestic private oil enterprises need to strengthen the formulation of enterprisedevelopment strategy. It aims to provide direction and guidance for enterprise development,and to develop its own core competitiveness of enterprises. In final, enterprises can achieveto the target which comprehensively strengthen the development of enterprises construction.In-depth study on the basis of the domestic private oil enterprises and the developmentstrategy theory, combined with the development process and the status quo of the domesticprivate oil enterprises, this paper conducted in-depth analysis of some problems in thedevelopment process of China’s private oil enterprises. Then, in order to develop practicalenterprise development strategy, it use SWOT to conduct a detailed analysis of the privateoil companies facing internal and external environment. And then using hierarchical clusteranalysis to filter various influencing factors were screened, aims to clear the relatively moreimportant impact factors, in order to more clear the influence of the private oil companiesdevelopment strategy by the environmental factors. It provides a theoretical foundation forthe next step of planning enterprise strategy. In the formulation process of the private oilcompanies’ strategy, the paper establishes the guiding ideology and basic principles ofstrategic planning. Accordingly it clears the objective of the enterprise development strategy. That is to make a high-quality enterprise which has reasonable network layout,good benefits and excellent brand image. The specific objectives include that the marketgoal, the innovation goal, the profit goal and the social goal. To ensure the implementationof enterprise development goal smoothly, this paper made a number of correspondingsafeguards. These safeguards include that to seek the domestic and internationalcooperation to fight the oil source; to formulate strategic alliances to enhance the ability toresist risks; to promote the construction of related diversification mode; and to play a bridgerole of industry associations. And by ways to perfect the mechanism of human resources, toenhance innovation capability and broaden the financing channels for enterprises, topromote the corporate brand-building in order to cultivate the core competitiveness ofenterprises. These strategic measures provide a strong guarantee for the developmentstrategy of the domestic private oil companies.
