Steel industry is an important and basic industry in national economy. It plays animportant role in our industrialization and urbanization. Through reform and opening-up,especially the development of recent10years, the role of market allocate resources bestrengthened constantly and steel enterprises of different ownership developcooperatively. In addition, product mix, organization structure and technical equipmentcontinue to optimize, national economy runs placidly and rapidly. However, there aresome problems in steel industry, like dependence on resources import, seirous excessproduction capacity, low quality, week innovation ability.This paper analyzed the current development situation and environment of Wgroup major industry and non-steel industry, explained non-steel industry developmentis good for separate management, reversion of bad tide and increase of the developmentlevel theoretically. Besides, the paper summarized the advantages and disadvantages ofW group non-steel development, raised development ideas of non-steel industry, that is“linkage from top to bottom, common advance among ifve industries, keep abreast of"major industry, appropriate expansion. With the carry out of strategic of area pluralismof non-steel industry, we should give prominence to the development of non-steelindustry.Next, the author analyzed the relationship between major industry and non-steelindustry of W group, evaluated the contribution of non-steel industry to major industryby the value chain model, pointed out the value of non-steel industry by the value chainanalysis method, and also indicated the strength and week of W group non-steel industry.Then, through the analysis of competition environment, introduced the strategy site,strategy focus and strategy measures of the development of W group non-steel industry.
