The purpose of emergency response is to control the occurrence and development ofemergencies and to eliminate the accidents if possible, to reduce the loss against people,property and the environment to the minimum. When develop the production by using thenature characters of chemical, the flammable, explosive, toxic and other features ofchemical would also bring the side effects to human subsistence and the environment. Ifthe incidents are not handled properly, there will be serious dangerous chemical accidents.Therefore, the preparation of emergency response plan for dangerous chemicals accidents,the establishment of a chemical emergency response system would be of big importance onpreventing the dangerous chemical accidents, controlling, avoiding, reducing casualtiesand property losses.Paint production is widely applied manufacturing process, it also belong to the ranks of thedangerous chemicals business.A lot of inflammable and explosive organic solvents and toxic substances are used inpainting process. The modern painting workshops are mostly three-dimensional operations,with higher degree of automation, if the operations are not improper or safety facilities arenot in place, on one hand, it would easily lead to fire or explosion accident; on the otherhand, organic solvents containing toluene, xylene and other toxic substances may havetend to cause occupational disease incidents.In order to reduce losses and to implement timely and effective accident rescue after theaccident, it is very important to develop an emergency response plan based on thehazardous factors recognition and evaluation.In this article, the first part is to identify the risks and harmful factors of the paintingprocess, analyzes the nature and type of paint hazardous factors. And then for the greaterrisk of fire and explosion, it uses seven edition of the Dow method for quantitativeevaluation; for other regions, it use LEC risk assessment method to evaluate the risk ofharmful factors in the production process. Finally, for the production process may result inthe risk of accidents and occupational disease, it raises the preparation of emergencyresponse plan, the emergency drill requirements and modification suggestions.
