Safety production greatly affects the normal production and development of enterprises, but also affects the social stability and people’s happiness. In the quickly developing process of our country, safety implementation to the work becomes the core of various types construction projects. The State Grid is carrying out "infrastructure standardized management systems" and engineering safety management pattern, a shortage of risk estimating which faced in practising remains to be studied systematically.This thesis will give a brief description and analysis of "infrastructure standardized management system" and the project safety management, which is practising at present in State Grid, and detail the safety management and safety functions of project owner department. Through case studies, arguments statements, data comparison, and as far as possible to join empirical investigation, discover and summarize the actual problems through the management process, in order to optimize the management system of owner department. On this basis, the paper will be further extended to the security system of supervision department and construction department, and try to improve the system of construction-site emergency management, important construction phases and heavy machinery management. By the LEC evaluation and risk assessment beforehand which is practicing in the actual construction projects, this thesis will explore a way of reducing the accident rate and provide organizational support to infrastructure safety system building.
