Along with the increasing demand for crude oil, anchorage lightering operations of crude oil form will appear in our country for a long time. The particularly of crude oil lightering will become the major pollution sources in the important maritime areas. Therefore, the researchers will focus on assessing the risk of anchorage crude oil lightering and recognizing the dangerous sources. These researches will provide important references for related departments to make decisions, in order to reduce the risk of accidents in this area.This article will detailed introduce how anchorage ship operate crude oil to ship, including operation condition and equipment, operator engaging in and operation scheme. Meanwhile, through delivering questionnaires to ship company senior officer and university teachers and analyzing related data, I will discuss various relevant safety factors, such as wind, stray, visibility, substrate, natural environment, ship condition, craft equipment and crews. Moreover, combined with practical process, I will utility analytic hierarchy process (ahp) to determine the primary and secondary relationship on various safety factors, Also I establish single and multi-index model, texting anchorage ship-to-ship crude oil lightering security. At last, through researching the Qinzhou Port anchorage crude oil lightering, I based on the actual situation on the the Qinzhou Port lightering anchorage, using the risk assessment theory, under different weather and environment conditions, effectively validate unknown measure model.The research provides a basis reference for crude oil anchorage security on the ports.
