At present, the rural highway safety problem is a difficulty faced by the relatedadministrative department and researchers. And Scholars both at home and abroad have beenseeking effective countermeasures and methods.Based on field research practices and the summary of existing research results, andcombined with the characteristics of rural highways, study on the countermeasures andmethods of solving rural highway safety problems under normal conditions are made in thispaper. First, with converse thinking, a safety assurance thinking with the safety assurancetechniques and its evaluation as its core are put forward to solve rural highway safetyproblems under normal conditions. The research framework is built on this, too. Second,grounded on comparative analysis and reasonable reference, the application technology ofsafety facilities and safety management involved in the security project are discussed, whichcan provide technical support for the development of the project. After that, the typicaldangerous sections of rural highways are divided into of different types. Considering the roadand traffic characteristics of each type, the corresponding safety assurance techniques areproposed. The results can serve as a method preference for developing safety assuranceschemes for specific road sections. Finally, the checklists corresponding to commonly usedtechnology categories are given, on the basis of which the evaluation index system of safetyassurance techniques are built. Fuzzy evaluation is used to assess the effect of the techniques.As for the scheme choice among different schemes, a hierarchy model is constructed and thecomprehensive weight method is used to screen the optimal one. Besides, optimizationtechniques are put forward in order to improve the model applicability.
