Under the backgrounds of the global energy supply constraints, international crude oil prices and greenhouse gas emissions continue to increase,developing the low carbon economy, promoting industrial to save energy and reduce emissions is the effective measures to alleviate the strain energy supply and environmental pollution in China. As the energy consumption and carbon emitters, the logistics industry plays an important role in energy saving and emission reduction. logistics enterprises as the main body of the logistics services, how to promote energy conservation and emission reductions of logistics enterprises, improve energy efficiency, develop low carbon logistics, reducing the impacts on the environment has become the problem of China’s logistics industry urgent need to address.The paper takes railway express network as the research object, systematic analysis and research on the CRE’s core competitive ability that integrate network and transportion resources, combining the advantages of low energy consumption,low pollution and low emissions of railway transportation, put forward the integrated and low carbon logistics service mode of CRE. Take the low carbon environmental ideas and technology into the CRE logistics service, which set the purchase, supply, transport, storage, sales for the integration. And use it to integrate resources, expand the service scope, increase logistics service added value, improve market competitiveness.The paper uses the IPCC mobile source of carbon emissions methods to calculate in the quantitative analysis of carbon emissions impacts on CRE’s integration logistics operation mode,calculating CRE’s carbon dioxide emissions of the revolving quantity of unit for a year, compared with traditional logistics service model which is mainly dependent on road transport, We can conclude that the integrated and low carbon logistics service mode of CRE has the advantages of low energy consumption, also it contains low carbon procurement, low carbon packaging and circulation processing, low carbon storage, low carbon distribution and reverse logistics, and overall confirmed thislogistics service mode of CRE with the characteristics of low energy consumption and low pollution, low emission. Finally, Put forward measures to improve this logistics service mode for enhance its actual operation.
