With the acceleration of China’s urbanization process, urban mass railway transit is thekey measure to relieve the traffic congestion of mega city and extra large urban, and thefundamental way to achieve the sustainable development of city.As one of the main tools of urban mass railway transit, metro vehicle is the criticalequipment to ensure the safety, punctuality, efficient operation for subway. Metro companygenerally eliminates the security risks of the vehicle through daily inspection, monthlyinspection, annual inspection, medium overhaul and overhaul, which ensure the quality ofvehicles. This is one of the reasons that the cost of maintenance for metro vehicles is alwaysvery high.With the line network operating model of domestic cities’ subway establishing gradually,the passenger flow is rising rapidly. Metro companies are facing some outstandingdifficulties, such as transport capacity tension, more and more vehicles gradually putting intomedium overhaul and overhaul, and so on.Under the conditions of network operation, how to carry out medium overhaul andoverhaul, and cut down the maintenance cycle, as well as improve maintenance quality andreduce maintenance cost, which is the direction of exploring and studying gradually for themetro companies.This article intends to combine the concepts and methods of project management withthe theories of metro vehicle overhaul. By means of schedule control and quality control andcost control, it plans to explore the new model of metro vehicle overhaul, which improvingthe efficiency and quality of overhaul and lowering the costs of maintenance.This paper is divided into four parts:Part I: Introducing the concepts of project management, as well as some commonmethods and tools of project management technology, which is providing theories for thefollowing sections of this paper.Part II: Analyzing the feasibility and necessity of project management on metro vehicleoverhaul, and putting forward the key issues of the implementation of project management forthe department of metro vehicle overhaul. It also explores the project management mode ofmetro vehicle overhaul by terms of project organization and project team and performance.Part III: Analyzing the characteristics of project scheduling and control on metro vehicleoverhaul, as well as the main constraints and the key problems for solving. It brings forwardproject schedule planning based on metro vehicle overhaul process, and explores the definition of project objective and scope as well as work breakdown and drawing up schedule,furthermore, analyzes the implementation of metro vehicle overhaul schedule by use ofproject management tools, and proposes the management measures of schedule control.Part IV: Simply analyzing the relationship of project quality and cost on metro vehicleoverhaul, proposing the concept of cost of quality, and analyzing the quality problems onmetro vehicle overhaul by use of quality management tools. Also probing the methods andmeasures of project quality and cost control for metro vehicle overhaul.
