As a true project background, this paper studies the project risk evaluation of BT project of city A.AHP is a simple, flexible, practical and multi-criteria decision-making method. The basic principle of AHP to solve problems is that divides it at first and then integrates it. This method makes people’s subjective judgments collated and integrated, so that the qualitative analysis and quantitative analysis can be combined efficiently, which satisfies the ultimate decision-making programs quantitatively. This study, based on project risk management theory, applies AHP evaluation method to the risk assessment on the investment projects in scientific and objectively. And then gives the project risk response options according to different project risk rating.Full-text is divided into five sections.First part introduces and describes some of the major topics of this paper, the background and significance. And then, the second part is about the BT project theory and the BT project risk assessment theory and methodology outlined in the main description of the current risk assessment of the project’s basic theory, including the concept of project risk, project risk assessment steps, the basic principles and steps of AHP method and so on. The third part is an overview on BT Project of city A. This part focuses on the project’s advantages and the market situation it faces, and conducts an analysis and prediction on them as well .And then, project risk factors are identified, mainly in the way of expert’s score on them. Five major project risks come out from whole nine ones. After the risks identification, part IV does the quantitative analysis with the 5 major risks based on AHP-level analysis, figuring out the weight of various risk factors to determine the importance of them. Finally, it sums up the full text of that the economic risk and operational risk are the most important of the two main risks in BT project of city A. During the entire process, they need to be given a high priority, while taking care of other risks, in order to achieve the standards of the project.This study on the BT project risk evaluation and analysis, is not only for this project’s investment decision-making and effectively reduces and avoids the risks, but also expects to provide a effective decision-making help to some projects like this.
