Sustainable agricultural development is China’s basic national policy, efficient and sustainable agriculture system in northern arid areas has important strategic significance of national food security, ecological security and resource security. The rational and efficient use of agricultural resources is the key to sustainable agriculture development, agricultural resources use efficiency in arid areas has attracted much attention of home and abroad scholars, putting more emphasis on investment of a particular resource or more agricultural production resources use efficiency. Agricultural production activities was systematic, but resource utilization efficiency research from system perspective was little; the other hand, agricultural resources use efficiency research for arid areas tended to the mechanism in the crop and resources optimal allocation, but the agricultural production resource use efficiency has not been reported. This paper quantified resource use efficiency combined with arid area-specific characteristics,which was of great significance to revealling agricultural resources characteristics in arid areas, improving agricultural resource use efficiency and agriculture sustainable development. This paper studied the agricultural productivity in eight Qixian under the jurisdiction of Tongliao in Horqin Sandy Land by DEA,with the following conclusions.(1) According to Cobb-Douglas Fuction Model.the critical resources at the descending order of influence of agricultural production in Horqin Sandy Land were:agricultural labor force, annual rainfall, irrigated area and irrigation water, involving community resources, natural resources, and climate resources in three major aspects. With great precipitation volatility, in order to maintain the steady agricultural output increase, increasing controllable resources to responce to natural factors with destabilizing effect.As the irrigation area and irrigation water increases,its yield showed a decreasing trend,which indicating its role in agricultural production reduced.(2)From 2000 to 2008 regions in Horqin Sandy Land basically was in the increasing scale efficiency stage,so scale benefit should be foucus on as the resource use efficiency as to improve the overall agricultural production efficiency.(3) Technical efficiency of agricultural production in Horqin Sandy land showed upward trend from 2000 to 2008. The change can be divided into four stages:a big jump from 2000 to-2001; dropped slightly from 2001-2002; dropped significantly from 2002-2003; a big jump from 2003 to 2008.While there was the more obvious differences of the average overall agricultural production efficiency between regions in Horqin sandy land. The region where the average overall efficiency in the order was Horlingele,Naiman Banner, Kailu, Zhaluteqi,Horqin,Horqin Left Wing Rear Banner,Horqin Left Wing Middle Banner and Kulun Qi.The more stable technical efficiency the region had,the higher the technical efficiency was,and vice versa.The average technical efficiency of the first area was the highest,as 0.985,where it was 0.909,0.991 respectively in Naiman Banner and Horlingele. The technical efficiency fluctuate between 0.8 and 1,with stable change.The average technical efficiency of the second area was lower,as 0.845,where it was 0.877,0.826,0.838 respectively in Kailu,Horqin and Zhalute.The technical efficiency was a little lower than the one in the first region with a lager fluctuation.The average technical efficiency of the third area was the lowest,as 0.731,where it was 0.707,0.722,0.765 respectively in Kulun, Horqin Left Wing Middle Banner and Horqin Left Wing Rear Banner.The technical efficiency was the lowest with the lagest fluctuation.(4) The irrigation land slack variables appearred the most frequently, there is a total of 27 computational units which had irrigation land slack variables; followed by water resources,15 computational units while 10 units had annual precipitation slack variables and 6 units had irrigation water slack variables; Only 4 units had agricultural labor force slack variables, which showed that agricultural production resources allocation problem exsit in water resources and irrigation land.Specifically, Naiman Banner and Horlingele had water resource allocation problem; Kailu, Horqin Left Wing Rear Banner, Horqin Left Wing Middle Banner and Zhaluteqi had irrigation land allocation issues; Horqin and Kulun had irrigation water and land allocation issues,while there was labor input slack variables of 3 years in Kulunqi where improving agricultural labor force allocation should be focus on.(5)Research on agricultral production resource use efficiency, which considered the technical efficiency and slackment, showed the different affection of the technical efficiency and allocation efficiency on agricultral production resource use issues.Some advice and further research expections on both the technological and allocative efficiency of agricultural production in Kerchin at the end of this article
