Dam construction has got5,000years in the world’s history, the dam collapse at home and abroad have taken place for nearly a century resulting in heavy losses. Therefore, the dam safety monitoring attracted the attention of people. Most of China’s reservoirs which have been ever built are small and medium sized, most of these reservoirs, the standard against flood is low due to historical reasons. There is no specific safety monitoring system upon small earth dam currently, now the traditional and conventional dam safety monitoring system still carry on the medium and small dam, and its relatively high cost, the fund is a major bottleneck for the promotion of small earth dam in the whole country, this essay is the, middle and small dam safety survillance system which is analyzed, researched and developed against the setback on the mcu, data transferring,power management technology and background analysis system which are existed on the traditional safety survillance system.First, this thesis work for the improvement against the shortcomings of traditional monitoring systems, as well as an innovation and improvement of the traditional safety monitoring system from system structure, sensors, data collection module, power supply automatic management technology, telematics, software aspects etc. Mainly describes the data collection, automated power management works, design and implementation of functioning module. Software system improves the sensor data by a special improved prediction algorithm, with Levenberg-Marquardt algorithm which is used to be better than the BP algorithm, and it can improve the data forecast accuracy, the whole system can be in the success of establishing a new reservoir"small earth dam safety monitoring system." Was developed successfully in the year of2007, and trial test also succeeded at the Lixin Dam in XinTian County in December2007, after two years working, the final conclusion approved in December2009, and the project was awarded the Science and technology progress prize of hunan province in July,2010
