Economic development caused great damage to the aquatic environment , and protection of water resources in the country , strengthen the construction of sewage treatment projects is essential . Sewage treatment projects in China is a government-led investment, operation and control of public infrastructure investment body is relatively simple . However , the limited investment of state funds , leading to the high efficiency of the sewage treatment project , lack of funds . In order to solve the problem of shortage of funds , the state vigorously BOT and TOT operating mode of the sewage treatment project , the implementation of investment entities operating model diversification . The papers from sewage treatment projects in the investor's point of view, as the starting point of the sewage treatment project investment decisions , study how sewage treatment project investment to guarantee the achievement of the environmental benefits , making the project to maximize the return on investment . Firstly, the actual data , through regression analysis, the functional form of the sewage treatment plant construction costs and operating costs ; sewage treatment projects in the cost function derived based on the net present value of the largest major pollutant removal as the objective function to sewage design capacity , the actual amount of processing , import and export of major pollutants concentration , investment profits of not less than expectations constraints , to build a multi-objective planning model ; design the corresponding algorithm to solve the multi-objective planning model. Finally, the investment decision-making model constructed water pollution control in China's northeastern region of practical application , research investment in sewage treatment project design of sewage treatment capacity , COD export concentration and concentration ratio of imports net present value and the actual amount of sewage treatment unit the relationship between the price movements of the sewage treatment ; further given to maximize the benefits of optimal investment ; given on the basis of the relevant policy recommendations for the administration of investment and operation management of wastewater , sewage treatment plant .
