Voltage qualification rate is the research emphasis in this paper, and its statistical method is studied mainly. This paper expounds the voltage shifting and its measurements and classification of voltage measurement point in the network, and make sure the basic mathematic model of the voltage qualification rate measurement system.The related technologies about the design of its measurement system include software and hardware of computer, structure of C/S and B/S, database, system achieving, data collection and communication and so on. The basic design principle and theory of the voltage qualification rate measurement system is selected through these technologies study.This paper investigated the voltage collection and transmission technology in China at present, and compared and analyzed multiple collection and data transmission technology, and studied the data transmission scheme suitable to this issue.This paper studied mainly the design process of the voltage qualification rate measurement system which included design and disposition of system platform, architecture design, functions and database platform.This voltage qualification rate measurement system can improve effectively the management level of voltage qualification rate, and ensure the voltage quality of load user. The measurement system operation will make the operating personnel convenient to track the management voltage level in time, and to adjust timely. It will improve the management maintain level of voltage qualification rate in the every substation.
