As the mankind enters the21st century, for the increasing depletion of fossil energyand environmental problems caused by fossil fuels,new energy sources have developedvigorously.Solar and wind energy for its clean and no pollution has been a rapid developm-ent.Environment, temperature, light and wind speed has a great influence on the independ-ent system of photovoltaic and wind energy.The system is unable to guarantee a stable ou-tput. The wind and Solar hybrid powergeneration system eliminate the defects of the windand photovoltaic stand-alone system in resources.The streetlamps are the most common in-frastructure in the city,but also the city’s power-hungry. Laying low voltage transmissionlines for a large number of street lamps not only consume the human and materialresources, the loss on the line can not be overlooked. It is a viable energy saving measuresfor the city to install wind and solar hybrid street lamps.The wind and Solar hybrid streetlamps is also useful in the remote mountainous areas and the agricultural and pastoral areas.This paper firstly studied the V-I characteristic of solar PV battery and proposed a kindof DC-DC chopper as the main circuit of PV charger controller. Then a kind of voltagehysteresis control method for the PV charger controller based on PIC microcontroller isintroduced. Boost converter is designed as the main circuit of wind charger controller. Whenthe wind speed is low, the Boost converter improve the utilization of low speed wind.On the management of batteries, the battery charging and discharging controller detectsthe voltage of battery in real-time. When the battery voltage rises beyond the configuredovercharge voltage, the battery charging and discharging controller will stop wind and PVcharger controller instantly. When the battery voltage falls under the configuredover-discharge voltage, the controller will turn lights off. The battery charging anddischarging controller uses clock IC DS12887to control the lamp on and off automatically.
