Soil and water conservation regionalization is an important foundation work, at the sametime, is an impotant basis for the planning. In this paper, taking Huaihe river basin as theresearch area, based on the first and second partition of the soil and water conservationregionalization, the use of hierarchical clustering and GIS spatial overlay analysis is toresearch soil and water conservation regionalization in Huaihe river basin, by combiningtop-down with bottom-up and after the first quantitative quantitative method, in order toprovide a scientific basis for soil and water conservation. And the main results are as follows:1. The underlying database of soil and water conservation regionalization is built inHuaihe river basinThe underlying geographic information database of soil and water conservationregionalization is built in Huaihe river basin based on ArcGIS technology platform, in orderto collecti, edit and process maps and basic information. At the same time, natural resourcesand the districts and county yearbooks are sorted by statistical methods, thus, the constructionof the Huaihe river basin results database provides a data source for further research.2. Indicator system of soil and water conservation regionalization is constructed.Based on the basic theory system of soil and water conservation regionalization and theprinciple of index system, combined with the analysis, Indicator system of soil and waterconservation regionalization that consists of target layer, factor layer and index layer isidentified. Qualitative index mainly include soil and water conservation function; quantitativeindex include hill regions ratio, annual precipitation, the forest coverage rate, the ratio of easyto wind erosion of soil, density of population and the ratio of soil erosion and water loss.3. The third level of soil and water conservation regionalization in Huaihe river basin isdivided.Based on the first and second partition of soil and water conservation regionalization inthe country, combining with the statistical analysis and spatial analysis, the qualitativeanalysis and adjustment by SPSS and ArcGIS, the Huaihe basin is divided into nine partitionsin third level, in which the Yimeng Mountains and glue east upland area and Jianghuai hillyand the downstream of plain region are divided into two partitions; North China plain area isdivided into three partitions; western Henan Mountainous and hilly region and theDabie-Tongbai Mountain hilly area individually into a partition. And the third level partition of natural conditions, social economic conditions, characteristics of soil erosion and waterloss are discussed.4. Soil and water conservation function is evaluated for the third level partition of soiland water conservation regionalization in Huaihe river basin.Takeing the method of qualitative and quantitative analysis, soil and water conservationfunction is assessed, and on the basis of naming rules, the Huaihe basin is divided into9thirdlevel partitions which are soil and water conservation area in Jiaodong Peninsula hilly, soilconservation district in the middle and south of Shandong hilly, ecological maintenance areain The Yellow River delta plain, windbreak and sand fixation and farmland protection inYellow River flood plain, farmland protection and soil conservation area in Huaibei plain andhillock, soil and water conservation area in Funiu mountainous and hilly, water and soilconservation area in Tongbai-Dabie mountainous and hilly, farmland protection and soilconservation area in Jianghuai Hilly and hillock, farmland protection and Water qualitymaintenance area in the plain of the downstream of Jianghuai.5. Prevention countermeasures for soil erosion and water loss is put forward.According to the leadership basic function of soil and water conservation regionalization,through the investigation and analysis of the natural conditions, social economic conditions,characteristics of soil erosion and water loss and soil and water conservation status, theexisting main problem is cleared and the direction, focus and countermeasures are put forwardfor the work of soil and water conservation. Sticking to the principle that is making overallplans, slope-gully thoroughly, centralized management, link a development, scale ofoperation, and Suit one’s measures to local conditions, Taking the method combining with thebiological measures, engineering measures and agricultural measures. Various soil and waterconservation facilities are deployed Scientific and reasonable, in order to improve theagricultural comprehensive production capacity, prevent and control soil erosion and waterloss, improve ecological environment, With the construction of the economic and socialdevelopment requirements, in line with the wishes of the masses, scientific and efficientengineering of soil and water conservation.
