Rui’an Irrigation and Water Conservancy Construction Situation Analysis and Countermeasures

Irrigation and water conservancy facilities, the most concerned livelihood project for farmers, the most basic agricultural production conditions, the most urgent needed infrastructure, have been paid higly attention to by central authorities and widely discussed through the whole society. Recent years, Rui’an has expanded the investments on the constructions of irrigation and water conservancy. And a number of agricultural irrigation projects have been built and reconsutructed. However, due to the history of debts, irrigation in modern agriculture is not enough for the support ability. This paper will investage the present situation and existing problems of irrigation and water conservancy in Rui’an, and then it will analyze the balance of supply and demand between water and land. Further combining with the construction experiences of irrigation and water conservancy at home and aborad, professional construction suggestions of irrigation and water conservancy for Rui’an will be proposed. These results can further enhance the construction abilities of farmland water conservancy, as well as providing the support for the development of community economy.Results show that, after years of development, Rui’an has formed a certain scale of farmland water conservancy projects have been built for irrigation system; task27reservoirs, ponds, water diversion weir dam block113block222, block307, the irrigation and drainage pumping station for irrigation, drainage channel channel2980km342km, total irrigation area to achieve about300000mus, effectively to promote the steady development of agricultural production. According to the supply and demand analysis of water resources, Rui’an City, Tao Zhao Shandu above the plain and north belong to the engineering water shortage, MA Lantau, Rui’an plain, Ruiping plain plain belongs to the water resources shortage. The engineering water shortage region, optimize configuration to increase engineering based, supplemented by water-saving measures, at the same time to consider the use of Zhao Shandu water diversion project water diversion. For the resource-based water basin, emphasizing water-saving, make full use of local water resources at the same time, focuses on the use of Zhao Shandu water diversion project water diversion. Reseearch analysis also found that the constructions of irrigation and water conservancy in Rui’an still have a great number of problems and need to be solved in the near future. Such as the lack of unified construction plan, poor infrastructures of irrigation and water conservancy, stortage of fund investment for the development, lax manegemnt of primary water rescource organizations and poor maintence after the project completed.In conclusion, sereval suggestions are proposed for the development of irrigation and water conservancy in Rui’an according thoses problems:strengthening the construction of key projects, strengthening the project quality management and maintance after construction, imporving the investement activities and strengthening the security measures, etc. The research results will provide decision-making referemces for the scientific constructions design of farmland water conservancy, and improving the agricultural disaster-resistance and comprehensive productivity, so as to provide supports to establis a harmonious community in Rui’an.
