The western part of Liaoning Province (abbreviated as Western Liaoning) stores alarge number of various and systematic ancient fossils. The scientific research findingson excavated fossils in this region have filled quite a few blanks in the history ofbiological evolution. The future further excavation and deeper research will achievehigher scientific research value to a certainty. Nevertheless, the ecological environment inWestern Liaoning is abominable, where there is few rainfall over years and therefore thesoil is arid and ready to erosion. Even worse, the excessive excavation of fossils leads tothe fact that the vegetation has disappeared, the water and soil have lost, the dust stormhas increased, and the ecological environment has become worse and worse.Consequently, the coordination of the exploration of ancient fossils and the protection ofecological environment is of great essence. Since land reclamation is able to realize suchcoordination, it is an influential way to the sustainable development of producing area offossils.The paper points out the background information and theoretical basis of the landreclamation in Western Liaoning, through the review of the research of Western Liaoningas a major producing area of fossils and relevant domestic and foreign studies on landreclamation. Also, the paper illustrates the definition, scope, feature, principle and theoryof land reclamation, to provide theoretical basis for subsequent in-depth study. Relatively,the land reclamation of fossil regions is a new topic, so the author makes a comparisonbetween it and the land reclamation of mine areas, drawing some conclusions such asdifferent land features, small scales and poor actual effects. Next, the paper introduces thefirst-hand materials of the land protection and land reclamation in Western Liaoningcollected by the author, and summarizes some problems of land reclamation, likedefective law systems, inadequate fund, mindless reclamation, under-developedtechniques and low mass participation. Finally, according to relevant problems, theauthor discusses the possible solutions to such problems, for example, to improverelevant law systems, to broaden the channels to acquire funds, to work out reasonablereclamation plans considering both land features and ecological environment, to develop reclamation techniques and to encourage mass participation and suggestions.
