With the total number of occupational diseases in China, the contact number ofemployees, the rapid increase of the number of new cases, domestic occupational healthsituation more and more serious occupational health problems caused huge economiclosses and masses social and economic contradictions to a considerable extent on theblock sustainable development. Due to historical reasons, China’s occupational healthsupervision is weak and inadequate investment in professional regulation policies of thegovernment and social facilities, occupational health and workplace testing,occupational health medical examination and other ancillary services system isimperfect, lack of understanding and concern of the government and society. series ofcauses the effect of the implementation of policies and can not meet the service needs ofthe masses for the post Kang. How scientific knowledge of the use of publicmanagement, cost and effectiveness of the implementation of the occupational healthpolicy into the industry to quantify, get that analysis of the deficiencies and recommendimprovements, and occupational health policies will effectively serve the people ofgreat help.Wujiang City, Jiangsu Province, in2011the implementation of the policy ofoccupational health supervision costs and benefits, and other data to establish thesample in the sample for qualitative analysis and quantitative comparison of the costsand benefits of the implementation of occupational health policies. Which thedecomposition of the cost of the implementation of policies for the government,including administrative costs, direct costs of social obey invested and include the costof risk, opportunity cost, indirect cost decomposition, and the effect of policyimplementation laborers income (microscopic revenue), the employing unit income(meson-income), social benefits (the macroeconomic gains), and then use theexperience and knowledge in the work of investigation which can be quantified quantify.Finally, through the growth of the costs and benefits analysis, to draw cost-revenue Figand try the trend analysis of occupational health and the cost of inputs.The paper through the comparative analysis of the costs and benefits of theimplementation of occupational health policies, affirmed the necessity and urgency of occupational regulatory policy input, and pointed out that at this stage policyformulation, implementation, and quantitative analysis, occupational health policies andthus put forward specific recommendations on how to better implement, includingoccupational health regulatory system to improve laws and regulations to strengthen thejoint communication and recommendations, the establishment of enterprises the mainresponsibility, increase social investment in social facilities and mechanismssuggestions for improvement, focusing on prevention, increased special inspection ofhow to implement the recommendations of the occupational health policy, and theprospect of occupational health trends.
