In the case of an increasingly competitive and fully open construction market, how can construction enterprise build a project-centric business, improve project quality, reduce costs, ensure the construction safety, ensure the progress of the project and enhance the economic benefits. It has become the key to the survival and development in the construction enterprise. At present, although we have introduced a part of the advanced construction project cost management tools from abroad, but also in the construction project cost control management reform, but compared to developed countries and regions, we still have many gaps and insufficient. We need further refinement and improvement.This paper reveals the current status of construction enterprise’s project cost management. It tells the truth that enterprises should strengthen internal cost management. Then the construction enterprises can regulate and improve the cost management, improve the economic efficiency of enterprises and enhance strength. This paper analyzes the current situation of construction project cost control and management. The author believes that the main problem of current project cost management is that cost control system has not improved. The cost control system is a combination of responsibilities, powers and duties. It also lacks of a whole process of cost control systems. To solve these problems, this paper presents the construction project in the whole process (including tendering and bidding phase, construction preparation stage, the construction completion of the project implementation process and the acceptance phase) to establish cost control, and the establishment of a Project Cost Control System - Project Manager as the core, the main task of cost control, a reasonable control method and set goals, clarify responsibilities, and break down and implement the responsibility to the relevant units and personnel, improve the construction project cost control methods, which ensure control of the project objectives.Finally, there is one case study for practical engineering analysis, management of the project cost analysis, and earned value theory applied to the actual project cost control and going, and achieved good economic returns, verify the cost management and control of established system of scientific nature, feasibility and effectiveness.
