On the Obstacles and Corresponding Treatments of Citizens’ Participating in Public Policy Formulation

Civic participation is an important manifestation of democracy. It is necessary for citizens to participate in the formulation of public policies, whether for a political country or a civil society, or for ensuring the fairness, legitimacy and stability of public policies. Maximization of public interest depends on an optimal partnership between government and citizens, of which the key is whether full and effective participation of citizens in the public policy formulation can be assured. This is not only related to the effectiveness of the implementation of a policy, but also an effective way to establish a scientific and efficient management system. Since the reform and opening up in 1979, great progress has been made in our citizens’participation in public policy formulation; but there are still many problems. Therefore, it is necessary to conduct a full-depth study by combining relative theories and practices.In this paper, theories such as governance theory, people’s sovereignty theory and public choice theory are employed to describe the meaning and significance of citizens’ participation in public policy formulation, and to analyze the current situation, main problems and constraint factors of citizens’participation in public policy formulation in China, and on this basis brings out several suggestions on improving this participation.The article is divided into four parts:The first part of this article is "Introduction". It explains the background and significance of the paper’s topic, makes a meticulous review of relative researches home and abroad, and elaborates the research methods, thinking patterns and innovation points of this paper.The second part is the explanation of related concepts and theories in citizens’ participation in public policy formulation. Firstly, the concepts of public policy formulation and citizen participation are analyzed and the theoretical basis for citizens’ participation in public policy formulation is described. Then the significance of citizens’ participation in public policy formulation is stated:Firstly, citizen participation is conducive to enhancing the legitimacy of public policy; secondly, citizen participation in public policy formulation helps to promote the realization of citizenship and civic consciousness; thirdly, citizen participation in public policy formulation helps to optimize government management; fourthly, citizen participation in the formulation of public policy is conducive to promoting the harmonious society construction.The third part is the analysis of the current situation and barriers in citizens’participation in public policy formulation. The author thinks that the major barriers for our citizens to participate in public policy formulation are:firstly, subject barrier, namely, the constraints in the quality and capacity of citizens; secondly, concept barrier, that is, the deviation of concept between the citizen and the government; thirdly, method barrier, i.e., the channels for citizens to participate in public policy formulation are underdeveloped; fourthly, legal barrier, that is to say, the legal system for citizens’participation in public policy formulation is imperfect; fifthly, information barrier, i.e., the lack of necessary information on citizens’participation.The fourth part puts forward relative strategies and measures to strengthen and improve citizens’ participation in public policy formulation based on the above mentioned barriers, including:(1) to foster socio-cultural environment for citizens to participate in policy formulation; (2) to innovate relative systems for citizens’participation in public policy formulation; (3) to expand communication channels between the government and citizens.
