Terrorism and China—ASEAN Anti-terrorism Cooperation Governance Study

In recent years, terrorism has developed rapidly, and their activities are quite frequent. Since the "September11" incident in the United States, the threat of global terrorism exacerbation has caused a chain reaction around the world. As a major challenge facing human society, it has also become an international and inter-regional research hot spot. Both China and ASEAN are very important participants in international affairs that have considerable influence in international society. The two sides have significantly strengthened bilateral exchanges in recent years, and cooperation in politics, economics, culture and other fields has developed rapidly. Since the two sides have a lot of common interests in the activities against terrorism, carrying out effective counter-terrorism cooperation will help enhance mutual understanding, increase political mutual trust and promote bilateral relations to the deeper levels, which is a very good way to show the image that China is a "responsible country".In the meanwhile, due to multiple causes of history, religion, ethnic, politics, military, security, economy, science and technology, the threat of terrorism in China-ASEAN region now is also increasingly deteriorating. The occurrence of terrorism caused huge casualties and property losses to China and ASEAN, making China and ASEAN the hardest hit region by terrorism. The stability and security situation in China and ASEAN are badly threatened.Faced with the problems caused by terrorism in the region, here come these questions such as how to grasp the characteristics and developing trends of terrorism, how to conduct effective counter-action, and so on. These issues are the main threats of sources in contemporary China-ASEAN relations, important aspect of their respective national interests and security. As for terrorism is increasingly rampant nowadays, for the sake of the overall interests of the "10+1"(ASEAN plus China), judging the fundamental needs of terrorists and the nature of terrorism is not only a theoretical mission we are faced with but also a practical issue to be solved. This article consists of the following five parts: The first part is the introduction describing the sources of this paper, research status in China and overseas, as well as the meaning and purpose of writing this article.The second part of this paper focuses on the basic concepts, behavioral characteristics, and type of terrorism analyzing the history of terrorism evolution in China and ASEAN region. Comparing the definition of the West and China, this paper is trying to explore the connotation and extension of the concept of terrorism. We define terrorism as a social thought or a behavior affected by this thought that certain individuals, groups or countries in order to achieve certain political intentions, use or advocate the use of irregular violence or technical means to threat and attack selected civilians or public facilities.The third section describes the factors that stimulate the China-ASEAN counter-terrorism cooperation and governance. First of all, after the9·11, terrorism in the world is rapidly spreading in China-ASEAN region due to the impact of the geo-political, religious, ethnic and other reasons. The terrorism situation is very grim, and China-ASEAN becomes the hardest hit region by terrorism. Behind the threats of terrorism China and ASEAN region faced with and the grim siuation, there are some tangled reasons. China-ASEAN regional terrorism is generally affected by historical, religious, ethnic, political, military and some other multiple factors as safety, economy, science and technology. Common interests will lead to the two parties to collaborate since national interest is the fundamental driving force of national policy formulation and implementation. China—ASEAN region has become a new focus of international anti-terrorism, highlighting the need to accelerate the establishment of counter-terrorism mechanisms of cooperation in the region.The fourth part is mainly about the smooth cooperation of China and ASEAN against terrorism in recent years and some fruitful results. The current constructed multilateral forms of cooperation specifically includes:counter-terrorism cooperation mechanisms such as ASEAN and China (10+1) Counter-terrorism Cooperation Mechanisms, in which China and ASEAN countries play a leading role, and the ASEAN Regional Forum; cooperation organizations outside of the region in which China and ASEAN actively take part in, such as Asia-Pacific Economic Cooperation Organization, Asia-Europe Meeting. However, because the cooperation of the two sides has just begun, and their experience is not that rich, there are still some problems to be solved such as imperfect professional construction of cooperation institution, counter-terrorism legislation, funding, intelligence cooperation mechanism and many other issues.The fifth part discusses common threats that China and ASEAN countries faced with. Due to the inadequate experience in the current anti-terrorism cooperation, in order to solve the existing difficulties, it is necessary and urgent to carry out regional cooperation and seek common regional governance. Specifically, we need to improve domestic counter-terrorism legal construction, as well as establish and improve China-ASEAN legal framework against terrorism. In the meanwhile, we have to analyze the status quo of terrorist funding in China and ASEAN region and take effective measures to cut off capital flows of terrorist organization. It is necessary for China-ASEAN to build an intelligence communication mechanism, take efforts to achieve effective counter-terrorism prevention, expand the scope of the China-ASEAN regional cooperation, and improve the cooperation mechanism. As long as both sides collaborate well and implement the agreements effectively, China and ASEAN will be able to achieve a win-win situation in the regional counter-terrorism governance, not only safeguarding the national security of each country in the region, but also enhancing the mutual trust between China ASEAN as well as promoting the prosperity and development in East Asia.A stable ASEAN without the invasion of terrorism is a good environment for China’s development. Vice versa, a prosperous China without the nuisance of terrorism is a powerful support for the rapid development of ASEAN. In other words, China and ASEAN have great common interests in fighting against terrorism, so both sides should continue to rely on each other, deal with terrorism collectively, expand overlap interests, narrow contradictions, and realize the stability, peace of China and ASEAN region as well as achieving a harmonious win-win situation in the international society in21st century arena through constructive regional collaboration and governance.
