Public institutions have been run by State ever since a long time again. Higher authorities take charge of the objectives, funds, personnel forces and personnel assignment of public institutions, which causes fiscal burden and the confusion of the function and the management of government and those of institutions. In this situation, public institutions may take themselves as government branches and ignore their nature of social work. In the meantime, the fact that staffs of institutions are actually lifetime employed also leads to the absence of competitive mechanism in institutions. Although the socialist market economic and political restructuring goes smoothly, the system reforming of institutions is laying far behind. Thus, in order to meet the need of the development of socialist economy, it’s extremely urgent for our public institutions to restructure their management system and personnel system, and set up a socialized team of professionals and technical with high qualities. The author analyzes the problems which obstruct the reform of institutions and reveals the reasons, and then put forward the principles, methods and content for institution reform propelling.
