The current civil servants promotion system in our country has been institutionalized, providing powerful organizational guarantees for the modernization drive of China. However, currently China is in a period of social transition:the holder of the social interest has diversified; the social contradictions are complicated and may outbreak at any time; unspoken rules have penetrated and wielded in all aspects of our society. Under this background, the civil servants system in our country faces new challenge. The current civil servants promotion system exposed many problems, especially the prevalent of unspoken rules in the promotion process. Its influence is very severe. Therefore, it is vital importance to improve the system and eradicate the unspoken rules in the promotion process.The thesis, based on the current situation of our civil servant promotion system, makes an objective analysis of many unspoken rules, such as undemocratic real name recommendation, soliciting vote through bribing, getting post through money transaction, buying post with money or exploiting connection, selecting through formality. By analyzing the cause of such phenomena, it intends to make the department concerned aware of the harmful consequence it brings and draw on the beneficial experience of developed countries. An promotion system that not only compatible to the actual condition of China but also can effectively eradicate the unspoken rules will be possible if harmonious administrative culture is created, evaluation and monitoring mechanism is intensified, incentive and penalty mechanism is perfected, promotion procedures are optimized and related laws and regulations are strengthened.
