Since China implemented its reform and opening up policies, the economy, society and other fields have entered a new historical era. The economic marketization reform promotes great development of economy. With the economic marketization continuously accelerates, the contradictions and problems that refer to politics and society gradually pop out. For instance, the process of political democratization relatively lags behind, the urban-rural gap ceaselessly expands and the rural economy tardily develops. In Chinese country society where peasants are in the majority, the circumstances of its construction and development will impact the whole nation’s future. Meanwhile, the township regime is the balancer and regulator of the interaction between our nation and peasants. As there are many irrationalities in this institution, it does not give full scope to communication and coordination function and all aspects of township institution are badly in need of reformation. Therefore, this paper mainly probes into the problems that exist and challenges that our nation is faced with in the areas of rural governance and township institution and puts forward corresponding reform measures and suggestions. In the selection of the theoretical perspective, the author borrows ideas from the paradigms of new institutionalism and tries to create a new analytical framework of the research of the township institution. Surely, there are perhaps many defects during the process of creating a new analytical framework. But the horizons of the reaearch of township institution will be brodened definitely via the author’s discussion and analysis.
