A Weapon Pre-research Project Schedule and Cost Integrated Control Application Research

Since1970s, the project management as an important branch of management science has become a strong organizational form of project implementation, and has improved the methods of planning, organization, implementation and control towards usage of various resources. Thus it draws broad attention to management society and contributes a lot to management practice. In recent years as the high technology has been applied on the project of weapon-researching, the technology of project management has been playing a more important role on the development of weapon equipment.About weapon project management, the schedule and cost management is critical. However, cost-overspending and schedule-delaying in weapon project have long been obsessing the military industrial units for these years. According to statistics, the main failure reasons of near90%projects are either serious cost-overspending or schedule-delaying. Therefore, managing the whole process of weapon project, and reinforcing the schedule and cost control have very important realistic meaning in the development of weapon equipment.By using the empirical study method, the thesis introduces the current situation of project management of a research institute, and analyzes the meaning, perspective, targets and plan of A-weapon project. With the guideline of combining system engineering and modern project management, it also studies the control approach of schedule and cost. On the base of basic information such as WBS, drawing grid planning diagram and defining the critical path, the schedule of each work package is made. The human resource, facilities and costs are comparatively well planned. It also optimizes and adjusts the plan, and then gets the reasonable standard plan of cost. Furthermore, the thesis proposes the organizational structure, which could ensure the realization of project schedule and cost control strategy, so that the success of progress and cost control could be achieved. At last, controlling the schedule and cost with the method of EVA, the performance of budget and schedule are examined and the project progress is evaluated.This research has realistic significance to the popularization of project management in our country’s military industrial units, and acts as reference of management efficiency increasing on other businesses of national defense science and technology industry.
