The issue of operational command efficiency of the military maneuver is an important factor for arising fighting capacity, which is a key issue and must be addressed in the operational command of the military maneuver. With the development of high technology, it arises to the most important battle effectiveness factor due to the reasons such as high denseness in Arm Equipment Technology, severe confrontation of battle movement and operational commands. Nowadays, the related efficiency evaluation on operational command lacks an exact quantitative method of the whole and is mostly confined to qualitative studies with subjective judgments.Firstly, the paper promotes a more scientific definition on operational command efficiency and the evaluation of it and analyzes the related work in this field domestically and abroad and further illustrates research method together with solution outlines of this study.Secondly, this paper makes a more comprehensive analysis of the main factors that impacts the operational command efficiency and systematically analysis the interact relationship between these factors, as well as establishing the evaluating schema of operational command efficiency. This paper proposes both a weight calculation method and specific algorithms to implement our evaluation model.Meanwhile, a thorough and systematic analysis on major influencing factors in operational command efficiency is carried out. The paper reviews such factors as commander, command means, command objects, command information, command agency, command method, command environment, etc. with further specific discussions.Lastly, this paper uses AHP and fuzzy comprehensive evaluation method to explore the operational command efficiency weight coefficient, and establishes an assessment model. Its application is demonstrated in details through a case study in Artillery Team Battle. The software calculates operational command efficiency under a specific environment and conducts relative contrast studies, resulting in suggestive strategies to improve efficiency. To sum up, the evaluation method in this paper paves way for a more scientific approach to evaluate operational command efficiency and guarantees application values for operational command theory together with military force trainings.
