With the development of China’s Economic for the past decades, the city‘s scaleis continuously extending and there already be some big cities in China which get thepopulation sustainable growing and the production and consumption highly centralize.The development of urbanization plays a positive effect for the economic, but in thetraditional urban development mode, since the intense conflict between the expandingsurvival demand and limited ecological resources in the city, human enter into anunprecedented ecological dilemma. For example, Beijing, Shanghai, Shenzhen andother large cities are facing with the traffic congestion problem in big city. Thedeveloped countries went through dilemma in the progress of urbanization, Eco-cityconcept is putting forward in order to solve various problems in traditionaldevelopment mode.Generalization the connotation of the Eco-city is the implementation of theharmonious coexistence between the human survival and the urban development,increasingly prominent problems in the urban development in China, including trafficcongestion, energy consumption in the urban building expansion and life wastepollution have seriously affected people’s daily life. The purpose of this thesisattempts to seek the effective measures to solve these problems from the perspectiveof fiscal and tax regulation, analysis of the existing system deficiency and put forwardthe corresponding improvement methods.Up to now, the research on building Eco-city in the perspective of fiscal andtaxation is not so much, domestic scholars mainly try to prove the feasibility to set upecological tax or green tax system from the investigation in our country, there is no direct research on how to build Eco-city from the perspective of fiscal and taxation.The author focuses on the current relevant fiscal and taxation system in our country,and draws lessons from foreign experience in the process of development, trying tofind the effective system suitable to China’s Eco-city development.In order to make the research materialization, the author will summarize the mosttypical problems in developing Eco-city as three aspects: ecological transportation,ecological construction and solid waste treatment, and the study will carry on in thesethree aspects as the breakthrough point respectively. Because of the development of asingle city belongs to local issues, the regional ecological problem does not fall withinthe scope of this thesis research. This thesis will give the conclusion on how toeffectively build ecological traffic in the city, encourage ecological architecture andoptimize solid waste handling problems, from the government’s fiscal responsibilityand taxation regulation.The innovation of this thesis lies in the following aspects: firstly, there is nounified concept about the concept of Eco-city from the current domestic research, theauthor will define this concept on the basis of existing theory research abroad, and theauthor will discussion the topic based on connotation of the concept; Secondly,study just on the eco-city construction can’t solve practical problems, this thesis willdivide Eco-city deconstruction into three aspects, ecological transportation, ecologicalconstruction and optimization of solid waste management, demonstrated respectivelyfrom these three aspects, this division also has the operability in practice; Thirdly,because the concept of Eco-city came from abroad, it needs to consider the specificsituation when carrying on the system model in our country, so this thesis will adopt acomparative analysis and empirical analysis, this thesis tries to establish a set of fiscaland taxation system which is used to encourage the construction of Eco-city in ourcountry.
