China is currently in a crucial "bottleneck" period of reform and development. With economic development and transition and urbanization process speed up, social conflict and instability factors are increasing due to interest adjustment. How to respond to the tremendous impact of development transition and urbanization process will be the biggest challenge that our education is facing. Especially with civic awareness raising and the improvement of people’s living standards, equity and quality issues in education have received unprecedented attention and public expectations are getting higher and higher. Research on the policies of the equalization of basic education in urban and rural areas is very important and necessary.Based on such theories as equal education and public finances and using sample data analysis, literature review, survey research and other methods, the aim of the paper is to explore the predicaments of educational equity and quality in both urban and rural areas from policy level and put forward some suggestions and improvement strategies. The main innovative point of the article is to conduct a study on the policy predicaments and countermeasures of equalization of basic education in urban and rural areas with a huge mass of first-hand data in terms of utilization efficiency of educational resources. The results indicate that the equalization of urban and rural basic education still exist bigger difference, especially the rapid urbanization brings students to basic education and educational resources one-way flow aggravate, average distribution is extremely uneven, educational resource use efficiency reducing the huge impact. The author put forward to promote the equalization of urban and rural basic education is the key, is to establish the integration of urban and rural education ideas, to strengthen the equalization as the goal of the policy guidance, thus breaking the source and resource unidirectional flow. From the idea of education, education, education structure layout, funding, staff and other aspects of improvement.This paper is divided into five sections to discuss on the predicaments and reform of educational equity and quality in both urban and rural areas. First, it introduces relevant research background, significance and theoretical basis. Second, it examines the evolution of the policies on the equalization of urban and rural basic education, analyzes the achievement, differences and influence of Changsha’s basic education equalization, and particularly focuses on analyzing the predicaments of educational equity and quality in both urban and rural areas. Then, it summarizes the overseas experience of basic education equalization in both urban and rural areas. At last, it proposes reform approach and suggestions according to the actual situations.
