The presenting of the equal access to basic public service requires the government provide basic, compatible with their level of economic development, to be able to reflect the fairness and justice principles and roughly equal public products and services for social members. Equalization of basic public services can help to realize the unification of social equitable distribution and efficiency. However, the non-uniform problem of the basic public services is serious in our country, which is mainly reflected in basic education, public health care, social security and other aspects between different groups in urban and rural areas and the gap is widening gradually. This has become a focal point of social equality and justice. So achieving equal public services is of great significance, it is also one of the important ways to narrow urban and rural gap and balance inter-local disproportion development.As an important domain of the equalization of basic public services, compulsory education exists significant regional differences, urban and rural differences and inter-school differences. Public finance realizing compulsory education equalization is the inevitable demand of rural tax and fee reform the inevitable trend of constructing harmonious socialist society. This paper use the knowledge of the discipline of political, economic, administrative, educational, and informative statistical data as the basis to standardize the analysis, qualitative analysis, supplemented with individual empirical analysis to research rural compulsory education investment, starting from the perspective of the basic public services equalization. Ultimately, put forward a few suggestions to improve China’s Compulsory Education-related issues.This paper expounds implications of the equal access to basic public service through the analysis of basic public service theory and rural compulsory education attribute, and conducts the general analysis for Fiscal decentralization and the input system of rural compulsory education, and then lead to the nature and connotation of the equal access to the rural compulsory education. It constructs the theory basis for the research and analysis of rural compulsory education funding system. The second part of the article analyses the phenomenon of unbalanced education obligations and reach a conclusion that the compulsory education investment is not balanced through exploring the system of the imbalanced development and the results and its existing problems of rural compulsory education investment in China. In order to solve these problems properly, this paper obtains several suggestions that can help for improving the rural compulsory education input system through the elaboration and analysis of compulsory education input system of the United States, Japan and England and taking the foreign successful experience for reference. At last, putting forward some constructive suggestions that can consummate rural compulsory education funding system such as improving the functions of the government, increasing the fiscal funds quantity, broadening financing channel, enhancing perfect the supervision and management and regulations construction to guarantee the balanced development of rural compulsory education in China.
