School-based teaching and research has great significance for creatively implementing thenew curriculum, the full implementation of the objectives of education reform, effectivelyimproving the quality of teaching, enhancing teachers’ professional standards, and promotingthe healthy development of school. The Zhifu District in Yantai, where the author comes from,has started to carry out school-based teaching and research since the year2002, but problemshas been exposed in many schools in the process of actual operation because of the amountand quality of teachers, history, management and other reasons, restricting the effectiveimplementation of school-based teaching and research to a large extent.This paper takes thejunior middle schools in Zhifu District,Yantai as the research object,using questionnaires, interviews and other empirical research methods and through the analysis of the collected materials.It aims to find out the main problems faced in the process of the implementation of school-based teaching and research and its causes,and come up with effective countermeasures to implement school-based teaching and research.This article is divided into five parts:Part1: The author elaborates research background of this article, the research present status athome and abroad, the research purpose and significance, and research methods.Part2: The author comprehensively talks about the basic theory of school-based teaching andresearch, including the meaning, the basic philosophy, the characteristics and the threeelements of school-based teaching and research.Part3: The author carries on an empirical research--selecting six junior high school of ZhifuDistrict, and investigating the present situation of junior high school-based teaching andresearch in Zhifu, through questionnaires, interviews and other methods, and finds the mainproblems restricting school-based teaching and research--the initiative of teachers toschool-based teaching and research is not high; the contents of research do not meet teachers’needs; school-based research forms singly; teachers lack awareness and ability of reflection;effectiveness of peer support of the teachers lacks; professional leading is not satisfactory;research system is not perfect.Part4: Based on the analysis of the problems, the main reasons are drawn as follows:teachers’ lack of knowledge on school-based teaching and research; their lack of energy; their lack of research capacity; their weak awareness of cooperation; the insufficient leadingpower and inappropriate contents.Part5: Some measures are proposed to solve the existing problems in school-based teachingand research. They mailnly include: giving full play of the main role of teachers; realizing thepracticality of contents and the diversification of forms; building the effective teaching andresearch mode as "self-reflection, peer support, professional leading”; continuously improvingthe system and mechanism construction.
