Scientific performance appraisal of school teachers is an important part of the educational personnel system reform. The effectiveness of teacher performance functions plays a key role in the development of the quality of education, teaching, students’ and teachers’ personal development as well as schools. The limitations and shortcomings of the junior high school teachers’ performance appraisal management theory have been paid more and more the attention of the researchers and school administrators. However, the performance evaluation of junior high school teachers, now stays in the traditional appraisal system and performance of the company assessment. The assessment key point stays in the form of the monotonous assessment "test and tested". This would ignore the quality of secondary school teachers, professional development, and teaching ability. Evaluating students’ achievement, admissions rates on the teachers to assess would affect the comprehensiveness and objectivity. Performance appraisal of teachers is a comprehensive, multifaceted, the whole point of consideration, rather than a simple performance settings or consideration to determine the assessment results can be drawn. The content validity of the teacher performance assessment depends on whether the project is reasonable, effective, and whether consistent with the teacher competency testing. We should not expect to depend not only on performance appraisal of teachers but to achieve a reasonable assessment of the contents of the appraisal system as well as implementation, and to contain the results of the exam feedback as well as the appropriate reward and punishment system.This paper based on the survey to do the research and the rebuild of the performance appraisal system of the secondary school teachers in Harbin. This paper had been divided into six parts and did the research from the background, meaning, the present situation, methods and trail of thoughts of the performance appraisal. And this paper used the survey to conclude the currency problems of the performance appraisal system of the secondary school teachers in Harbin, especially the uncertain of the aims, standards, unreasonable time, payback and the results. After analyzed the problems of the performance appraisal system of the secondary school teachers in Harbin, the writer did the rebuild of the performance appraisal system, and put up some advices which were based on the360degrees performance appraisal method that changed the preparation, information payback and results’ manipulation of the performance appraisal. In the meantime, the writer also did the proposal of the improvements on the rules and teams protection and early warning correction. This paper aim to apply the academically methods of the performance appraisal of the secondary school teachers in Harbin.
