Education Informatization, which is a significant component of national informatization, has an important meaning to change the concepts of education, Security education fair, promote education management efficiency, improve education quality, promote education modernization, and cultivate the creative talents. China’s investment in Education Informatization is doubling every year. With the development in the past decades, it has achieved fruitful results at all levels in China. However, there are still so many problems. The experts and scholars at home and abroad has paid more attention to the evaluation of education informatization level. The primany prombles to solve are evaluating and configuring the resources of education informatization scientically, optimizing the management decisions of the various departments and units.The "Education Informatization Strategic Research Base (Central China)" in the National Engineering Research Center For E-Learning of Central China Normal University was formally agreed to establish by the Ministry of Education in March2011, which marks that the education Iformatization in China has entered into a higher platform and the development of it is moving from the stage of "application" to the stage of "fusion" and "innovation", officially entering the stage of standardization, specialization, and institutionalization.Firstly, the paper built the evaluation index system for China’s higer eduation informatization. On the first step, it summarized the studies of evaluation of education informatizaton level at home and abroad. Then on the basis of the strategic research framework for China’s education informatization construction and the innovative development, the statisticl datas and index system of the construction and application in China’s higer education informatization, the paper initially built the evaluation index system for China’s higer eduation informatization.Secondly, this paper used both of the traditional methods of statistical analysis and Structural Equation Model to construct and verify the comprehensive evaluation model, the construction of infrastructure model and the application of teaching and researching model form a more objective, more scientific and more systematic point of view. Structural Equation Model overcomed the subjective shortcomings of many traditional methods, such as Factor analysis, Regression analysis, Delphi Method and Analytic Hierarchy Process.Thirdly, the paper calculated the weight of each latent variables and manifest variables bas on the basis of standardized factor loadings. Then it calculated the comprehensive index numbers of higer education informatization level.At last, the research carried out empirical studies of evaluation the higer education infirmatization level in different provinces, and different types of colleges. With the scors of the education informatization level, the research had the level of information ranking for colleges. What’s more, the paper gave some suggestions to improve the information level.This paper used many statistical analysis methods to analyze the statisticas datas. Based on the factor analysis and Structural Equation Model, the research constructed evaluation model of higer education informatization. The evaluation models are scientific, objective and systematic. This research gave new ideas and methods for the evaluation of China’s education informatization level.
