The twenty-first century is the era of knowledge economy, "Science and technology are primary productive forces", that is the performance has become increasingly evident. Abroad in the last century began the eighties knowledge-based organization, incentive, and started the research, as China’s reform and opening up, rapid economic take-off, the processing industry in China mainly from the production mode of self-developed pattern of gradually change. In this environment, knowledge-based organizations in the economic and social development impose a very important role, so what incentive mechanisms to improve the performance of knowledge essential to the operation of the organization. The organization of enterprises in the knowledge of research in incentives more, more liberal provisions of the enterprise system, can learn from the successful experience of many countries, through positive incentives, negative incentives, material incentives, incentives and other means to spiritual mobilization of staff initiative. This contradiction is a potential destabilizing factor, so that the hands of the right to hold public officials will not make mistakes when the firm, has brought huge losses to the national economy, when it is too late. So this focus on knowledge-based organization for public sector incentives were focused exploration.From the basic theory of knowledge organization, analyzes the incentive, incentive mechanisms and knowledge organization theory and other related incentives. This paper focuses on the knowledge-based organizations, incentives, through the public sector enterprises and foreign comparative study incentives, combined with our present status of public sector incentives, in-depth study to identify the existing problems, and explore incentives improve the administrative units in China mechanism for an effective way. Because many institutions of administrative institutions, a variety of fields, relatively large difference, not easy to study, so in this manner worthy of focus for the unit of administrative agencies of this incentive mechanism. Manner worthy of units is a typical administrative institutions, the organization requires a high staff, academic requirements are high, in line with the definition of a knowledge-based organization. Kansas unit by way of incentives, summed up in Kansas unit incentive problems that exist now, and the corresponding recommendations. Kansas hopes to ground the research unit of incentives can give one to each of the public sector learn from and help.
