The Design and Implementation of E-Government System Aiming at Application

In recent years, computer communication technology develops rapidly andinformation system applications are popularized widely, information infrastructure hasbeen significantly improved. As an important part of the social information systemapplications, the construction of government information systems have been activelyadvocate and obtained obvious application effect both at home and abroad.The governments of developed countries promoted the construction andapplication of information technology quite early. And e-government system ranks firstamong the five information technology application areas including e-commerceapplications, online education, telemedicine and electronic entertainment applications.The Chinese government also attaches great importance to advancing and building ofe-government, and puts forward the guiding ideology, important tasks, principles andobjectives of the next stage from a strategic perspective. Up to now, the constructionand application of China’s e-government system has also been improved. And mostgovernment departments have established their own internal office systems andprofessional applications, and built their own website as well. However, becauseChina’s e-government system applications started relatively late, compared withdeveloped countries, there are large gaps both in theoretical research and practicalapplications.Party affairs management information system is one of important aspect ofE-government application. According to statistics, by the end of2012, the number ofmembers of the Communist Party of China has been beyond80000000. Therefore, inorder to meet the needs of party affairs information management, the research andpromotion of the service-oriented party affairs management information system has astrong practical significance.Based on the survey of the actual needs of party affaires management, the thesistakes party affaires management, Zhengzhou City as the research object, introducingOSGi framework platform and designs service-oriented party e-government platform.The thesis first analyzes corresponding design techniques of e-government inforamtin platform, including OSGi agreement, XML language technology and UML modelingtechniques. On the same time, distributed application integration framework mainlyincludes DAIF architecture and application integration is demonstrated. Then the thesismakes deep analysis current condition of party management, including cadremanagement, organization construction, institution building, as well as informationgathering. Functional requirement and non-functional requirement analysis ofservice-oriented party e-government platform is made. Based on the above requirementanalysis, system architecture and data structure are designed. In the part of detailedfunctions design and realization, the thesis focus on party basic management functions,party document management as well as party file management function module, bothfrom process design, detailed function and realization description. The solution ofservice-oriented party e-government platform is designed based on OSGi multi-tierdistributed architecture, which has good flexibility, availability, manageability. And thee-government platform can greatly improve party management efficiency and quality,meeting actual party affairs management needs better.
