With the continuous development of information technology and Internet technology,that the management information system is applied in higher education management hasbecome an inevitable trend. The construction of different scale‘s campus network in collegesand universities provides the feasibility for developing and designing different managementinformation system and data acquisition system which is based on the network platform.Thetalent cultivation evaluation work of vocational college designed by Ministry of Education iscomplex in the evaluation index system and fussy in data sorting, collecting and statistics. Todesign a web-based evaluation information management system in higher vocational collegesis of great significance for its evaluation work and connotation construction.In this paper, the author made a research on the present situation of the application ofmanagement information system in colleges and universities at home and abroad andimplemented the system development needs analysis and feasibility studies, which iscombined with the specific requirements of the ministry of education evaluation in highervocational colleges. The author also carried on the detailed instructions on the system’soverall function demand and module function demand. At the same time, related technologyon the system builds are studied in this paper and the PHP, MySQL, Apache were ultimatelyused to design and develop the system, with the use of the Browser/Sever (B/S) mode. Thewhole development process fully followed the software engineering thought and has beenbasically achieved the basic implementation of the key modules and most expected functionsthrough the basic function demand analysis, design and code’s realization and test.
