With the development of information technology and the transformation of the government’sfunctions, the government’s internal office automation system is turning to the electronicgovernment affairs system, or digitized public services. Therefore, the electronic governmentaffairs system has moved into a new stage. In recent years, the Shantou government had promotedthe application of information technology on government affairs processing, according to thecentral government’s “National Informatization Strategy”. Based on these achievements, the keypoint of building an electronic government affairs processing system has moved forward to theconstruction of a two-way interaction mechanism between the government and the citizens, andthe internet-based public service processing system.In this paper, the recent developments and achivements of the Shantou’s one-stop electronicgovernment affairs processing system is introduced first. The difficulties we are facing and thedevelopment tendency of technology is also discussed in this part. The technical requirements andconstruction methods of the computer and communication platform for the system is thereforediscussed, then a series of designs about data communication network, computer platform,software function module, system security mechanism are implemented. At the end of this paper,the organization structure of this project will also be discussed and briefly demostrated.
