According to the spirit of《Regulations for Institution establishments in Shandong province》 and 《Notification about provincial institution cleaning specification concerning the problem》, and combining with reform of institutions, Shandong binzhou city establishment institution researches current situation and operation situation of affiliated institutions with the competent department as a unit to manage and strengthen the supervision of Binzhou city institutions establishment scientifically.This paper mainly introduces the whole development process of Binzhou city institutions establishment management system. First, based on needs and accesses and analysis, this paper further determines and perfects the function, and designs system function in detail using the methord of class design and sequence diagrams combined. Finally, this paper introduces the process of realization of each function module of Binzhou city institutions establishment management information system, and does system test, and completes the development of whole system. This system uses the software engineering ideas and methods in the development, and adopts the development method of structured life cycle on the whole, and specific module’s implementation uses system development method of prototyping and object oriented. At the same time, this system uses J2EE technology as a development platform, and uses SQL Server2005as the backstage database, and uses the JSP for web design language to realize the the B/S mode of Binzhou city institution establishment management information system.This system achieves management functions of Binzhou city institution establishment and mainly achieves six modules in the process, namely basic information module, job responsibility module, institutions management module, on-the-job personnel module, staff management module and institution establishment management certificate module. We can do some operation on institution establishment information, such as query, modification, maintenance, and try our best to ensure the safety of the system on the basis of the perfect function. Basic information module achieves the information management of the agency information, personnel information, on-the-job personnel information, the number of leadership positions and the actual equipment. Job responsibility module mainly realizes the function, such as data receiving in basic unit, computer automatic analysis, internal data transfer, opinion exchange among public organization, personnel and establishments public, compiled using business processing, statement of changes in generation, database automatic refresh, etc. institutions management module is mainly to manger set or adjust of institution, including the establishment of institutions, query, modify, etc. On-the-job personnel module mainly completes newly increase, insert, modify, and delete on-the-job personnel, etc. Personnel management module completes the personnel exit,enter, Transferred, transfer, reduce and the change of position, etc. institution establishment management certificate module is mainly aimed at a particular institution organization management, and realizes the management of the basic situation, preparation, usage and actual personnel, reduce the staff roster, agency, etc.Through the realization of the system, we will improve the management efficiency of the institution establishments management staff, and also bring great convenience to the Binzhou city institution establishment management work.
