Post-Evaluation Research of the Electronic Document and Record Management System

An electronic record management system (ERMS) is an application that is applied to improve electronic record management pacices in organizations.In most cases, an electronic document and record management system (EDRMS) is the integration between an electronic document management system and an eclectronic record management system.The concept of a document is different from the one of a record, so diffenent ways are required to manage the document and the record. The focus of the document management is to improve business management capacity, including information share and office efficiency. While, the focus of the record management is to ensure record’s reliability and authenticity. The development of electronic docment management system (EDMS) needs to response the proliferation of electronic documents brought by different technologies, while the development of electronic record management system (ERMS) needs to resolve how to distinguish the records from other electronic information and how to protect their evidentiary value. Standard ISO15489:2001defines the functional requirements of ERMS. The authorized organizations of a company need to verify the system’s compliance with the standard. While in the practices of verification and evaluation the effectiveness of standard-compliant system, the operation in the organization is not fully taken into the considerations. This thesis attemps to determin whether an EDRMS implemented in a company has achived the requirements and the goals set for its impelementation.The thesis reviews the relevant theory of the post evaluation, introduces the content of the evaluation for electronic document and record management system, builds up the evaluation framework based on the research methodology, including the identification of the evaluation target, evalution handling, evaluation analysis and summariziation. Based on the program theory and EDRMS requirements, the thesis selects the rational evaluation method and provides the evalution procedure. According to the actual functional requirements of the EDRMS and the operation requriements of business units, the post evaluation of EDRMS in a certain company has been completed, and the evaluation description and conclusions have been listed. The post evaluation methodology is applied to the project of EDRMS, the results indicate that the methodology and the procesure is valid and effective, which standardize the indiator, methodoloty and procesure of EDRMS post evaluation. It can be used as a general guideline for the post evaluation of EDRMS project.
