In recent years, with the rapid development of the national economy,The hoisting machinery is playing a more and more important role in national economic construction and people’s life.As a special equipment, Although the government has taken the most exacting manufacturing license,But accidents still occur from time to tome, investigate its reason, is multifaceted. Therefore, we must carry on the comprehensive risk assessment of hoisting machinery and Put forward the reasonable risk management and control measures. By adopting the method of effective risk early warning, we can achieve the purpose of effective management, and reduce the crane accident rate,it also can improve the economic efficiency of enterprises.Based on the risk assessment theory and fuzzy logic theory, the paper put forward the port machinery qualitative risk assessment method,The method in a certain extent avoid the quantitative evaluation method of complex, lag, for data demanding problems,It can make full use of the expert knowledge and experience in the field.The main research work of this paper is as follows:1) First of all, from the angle of risk, to describe the accident of harbor crane, We did analysis on the risk characteristics of hoisting machinery,By using the basic methods of risk assessment to identify the major hazards.And then summed up from three aspects such as the technology, management and use to analyze risk factors, and build the risk evaluation index system.2) We do a preliminary study on the expert system based on fuzzy logic.In the risk assessment of harbor crane process, evaluation personnel participation is very high.But at the same time, the evaluation personnel subjectivity and bias is inevitable, Fuzzy logic can simulate the human uncertainty concept, judgement reasoning mode of thinking, to solve difficult mathematical model and computer simulation of uncertain problems.So we choose fuzzy logic to build the risk assessment expert system, the expert knowledge of the risk assessment model was constructed.3) In the construction of the expert system, we use the fuzzy logic toolbox and Simulink simulation module of Matlab software on knowledge model for risk assessment based on fuzzy logic,Finally, we may safely draw the harbor crane’s overall risk of failure, and output modules, such as technical risk factors, management factors, and using run factors lead to the risk value, make the risk evaluation and management more targeted.
